Fiat on the Panda chose to use those pins for a different type of network

No that network should end on pin 11 and 12 on connector D of the BCM

This is the none 4x4, post 2008, dualogic, 1.2 and pre euro 5

This one has ESP yaw sensor k074

Correct

You should be getting 120 ohms as the BCM is disconnected

Everything needs to be plugged in including the radio

I was surfing around the web about possible issues i got that the EPS might cause this now I'd like to add that i once dismantled the steering angle sensor and repaired it as it was very expensive and the car ran fine ever since is it possible that the steering angle sensor is related to the canbus and has failed resulting in this?
