Technical Window wiper too short. Will it pass MOT?

I ordered an new drivers side wiper blade for my 2007 Fiat panda multijet. I ordered a 23” blade. I should have opened the pack after I received it in the post but decided just to wait until just before the MOT. I opened the pack and it’s 21” It’s obviously too late to exchange it. The original blade has a slight spilt, that is about 22” long. Will a 21” blade be suitable? It’s only going to be a little over half an inch short at either end.
