Maybe I should be ashamed of this, but I rather like City Mode steering in my 09 Panda 1.2 Dynamic. Yes, for parking and at low speeds it's ridiculously light and devoid of feel, but the assistance tails off very nicely by 30mph and I suspect that by that point, there is no difference in the level of assistance between 'normal' and 'city'.
 
I am used to driving a 90's motohome without power steering and a van with hydraulic steering, so the Panda is super light in comparison anyway, I don't see the point of city mode and never use it, just another gadget that goes to weaken driving skills.
 
Very occasionally If I have all the cars on the drive and I have to change the order of them I use it. I agree with mosy that its not really necessary. On the Bravo it was useful when parking in tight spots. On the Panda, not really much help. I wish they didnt have power steering at all really.
 
I can see it being really useful for people with injuries, pain or mobility issues

Having it as an option on a button is a good thing, don't like it or need it just leave it off

Having driven cars with quick racks and small steering wheels, as soon as you sit behind the wheel they are nasty as they are not behaving as you are useless to, however you soon readjusted, maybe I have just never given it a fair chance
