There are tools available to remove locking wheel nuts like the one here

Maybe the mods could put up a list of dealers with the master set and keep it as a sticky. Only issue with how this has been done is anyone could post a photo of a wheel bolt not necessarily their own.

i did think about this..... though the issue wasn't brought-up in the Panda thread you replied in.

How about if the person needing the key PM their vehicle Reg and chassis number plus their full name, then we can do a SIGI to prove it's their car?

just save the addresses of them that order the key. then when some one posts they got their wheels nicked we will know who has them
