Technical 2019 Fiat Ducato 2.3 Multijet 130 Timing Belt Schedule

I’m confused by the maintenance schedule in the owners handbook. Is a cambelt meant to be changed every 96months (8yr) as shown in the matrix or every 5yr as mentioned in the footnote.

Any advice?

You don't just change the belt you get a belt kit

If it does 120, 000 miles in less than 4 years it must be done before the 4 year anniversary

mileage doesnt mater
if its only done 1200 miles in five years i'd be concerned about all rubber parts that should/could move eg tyres steering joints and bushes get them inspected at least. Get oil and filter changed as well before engine is started, even fancy oil degrades left unused, condensation and acid formation your enemy.

If its a twin egr model euro6 sept 2016 to sept 2019 with low mileage id also be concerned about the software version. (to find it you need MES or alfaobd (even free one will do this). To update needs a visit to Fiat pro.

This a much bigger question than first appears. If we limit it to what is a cost effective DIY solution to "read my Fiat and simple maintenance issues eg change the oil in my euro 6 or add a new MAF sensor" then the answer for me reduces to...
