Technical 2014 Fiat 500 non turbo No Compression on Cyl. 1. Intake rocker not aligned with cam lobe!

My sisters car has no compression on cylinder 1 and others 150 ish. Investigation found #1 intake rocker is not lined up to the cam lobe meaning sitting half off. Multi air box looks good and moving free but need to know what could cause this and if I need to remove the head and check the intake valves on that cylinder? Need a little guidance since this the first multi air box I have worked on.

I know nothing about the MultiAir 500 at top of thread, but looking at the pictures of new cams for the 1.6 MJ I would have said no. I have two 2010 Doblo vans with that engine both over 100k, one at 170k roughly I bought for spares, so I do mean "roughly".
My Fiat Scudo 2.0 litre does have pressed cam lobes, but it is the Peugeot based engine with a known history of them moving.
I have replaced the exhaust one , but that was due to the drive on the end for the injector pump breaking up.
Generally a poor design in my book
