As promised to gordinir8 and IanEmery, but as I hope and expect will be considered useful by many other people, here is the "blueprint" for the tool.
The PDF image is a direct scan of the item, which if printed at A4 should be an exact template.

It's made of 2mm thick steel-plate and the two tubes are 30mm in length and have criss-crossed slots which are cut 8mm into the ends of the tubes. The diameter and wall thickness can be seen in the scan. I haven't tried it yet but it is evidenly very easy to use and should promote more accurate understanding of ignition timing.
