Technical 2004 2.8 Ducato motorhome won't start

ENGINE CODES P1671 and P0215 show up on cheap scanner pump in tank only runs for a second or two.
Changed fuel filter only to find that the old filter had no fuel in it.
Could anyone recommend somebody mobile in the northwest to come take a look and repair.
