Technical Whining noise behind dashboard

Hello All,
Hope you are all okay.
I have a Fiat Ducato 2.3 multijet 2018 on a platform chassis. I am having trouble with my front headlights and indicators on the passenger side. I can only indicate with the headlights on. If they are off the left indicator will not work. At the same time, there is a fast whirring noise on the dashboard just to the right of the steering wheel.The rear ones work fine.I have checked all fuses and bulbs and they are fine.
I have tried looking for a dodgy earth but to no avail. I have found the fat copper one behind the air filter. Its a bit greeny blue.
I have a spare set of headlamps. Changed them over. Still the same problem but the whirring is very slow, almost similar to a slow crank.
Is there a relay behind that area that i could change?
Any info would be much appreciated.

Sounds like the wiring is shorted between the headlamps and indicators. Its hard to say where, but it could be in the stalk attached to the steering wheel. Its used to turn on both of these and would be a good place to start.
