am sure most policies say any change to factory spec. and don't say its OK if you are lowering the value don't worry about it we will still pay the same if you claim

I (the person who advocates winter tyres but doesn't own any because he's too poor) have a seperate set of rims. The faff involved in having the tyres changed twice each year would just be silly. You'd soon cover the cost of a set of used steel wheels in a couple of years paying to have the tyres fitted and rims rebalanced all the time.
Is it possible to purchase the steel wheels like the original Fiat ones? most of the accessories websites only list alloys.

Well you can do what I did and just buy a used set of steel rims and just got a can of spraypaint and gave them a few coats.
