Technical Vent near rear bumper / boot floor

Hopefully an easy question... Can it be removed without removing the rear bumper?

Never tried and never needed to remove one, or heard of anyone needing to

If it's being replaced for water entering the wheel well I doubt it will fix it

But the best answer I can come up with is it looks possible
