with fiats the ecu records the actual mileage of the car
There isn't any requirement, but adviseable, as it could cause an issue come a claim if they look into the mileage the car does vs the mileage you've declaired and it then being out of sync with MOTs etc.

It's not a modification it's a replacement part, only if you changed it for something not originally fitted like HGT clocks then you would have to declare it as a modification.
I think there is something that says you might have to inform the dvla for the reasons MEP mentioned above?
(or record the telephone call - if they can, so can you!).
