Digital zoom is crap. Take a proper photo, please.
And add information about the model / year and more details which part of the car (?) we're trying to look at.

It could be anything, a better photo is needed.
It's to hold the original, or a replacement, windscreen in place while the adhesive sets. There should be another one on the opposite side.
