Last 2 times I've filled the panda up, it's as if the fuel cap isn't sealing. It's not a normal fuel cap. Inside the door is a rubber cone cap.

Start engine in morning, and it's very chuggy and engine light flashes. Stop and start engine and its fine.

I open and shut fuel cap door and it helps it.

Could the rubber be warped not creating a seal? And if so where on earth can I buy a new one. It's just a popper attaching it to the petrol flap do easy changed.

suggest you search the MultiECUScan register to find a member near you to contact and ask if he can check for error codes - if you note them down and contact your local friendly independent car shop they may be able to help

Was not aware the synthetic rubber boot was a seal, just a dust cap. The filler tube has a valve, which is why you need the special funnel piece if filling from a can. The normal fuel nozzle, diesel in my case MJ1.2, opens this valve. This arrangement commonly used on some 4x4 vehicles to prevent leakage in overturned situations. ( Visted company in Japan that made these for Honda HRV, very strict specifications and testing.)

The rubber cover is missing from the fuel flap on my Cross and makes no difference to the running of the car. I was going to replace it but Fiat want £50 odd quid for one so it can live without it…
They stopped fitting them in 2018. I kept the one from my 2017 and transferred it over. I drilled the hole required with a hand held new 10mm drill. Finger pressure was enough to cut through the plastic. They must be deemed unnecessary but do shield the filler from water and some dust. £50 sounds about right for Fiat parts prices. If we knew beforehand what a rip off their parts prices are many would never have bought a Fiat at all. Peugeot did sunstantially reduce the parts prices for Citroen when PSA took them in, and I was hoping we might get some fairness from the stick insect in this respect. Wishful thinking I think. Thank heavens for S4P. If Im going to pay Fiat prices for parts, I will give my money to S4P in preference to MOPAR any day of the week. S4P may yet be asked to supply a new wheel for Ruby even though it will be the same price as Fiat charge. Their deserved gain and Fiats much deserved loss.
 
It’s not the bits on the fuel flap (where, as already mentioned the dust cover is not fitted to newer Pandas - most capless systems, originally Fords but others out there now too, do not have any sort of rubber cover). But it may well relate to the ‘evaporation control’ system that allows the tank to breathe. This all sits in the right rear wheelarch, behind the plastic arch liner. If that becomes damaged (usually by over-filling the fuel tank*) it leads to this error. There’s an older post or two about this somewhere.

* if you try and put more fuel in after the second time the pump cuts off at the garage, it can end up draining down into the evaporation canister and leads to liquid fuel (rather than fumes) getting into this system, damaging it and causes an error. The car handbook has a specific warning about this, and this applies to all 'modern' cars (petrol or diesel), not just the Panda.

just gave mine its biannual wash🤭 (and it’s looking pretty fine 😊) but I use a jet wash (bargain from Screwfix) and surely, without that protective ‘shield’ the risk of water contaminating the petrol must be much greater? (even if just from car washing)
