The disc condition is good. The wear limits are set to ensure the brakes work when all components are worn. Check the thickness with some calipers. If the discs are thinner you should not let the pads wear to less than 5mm to ensure the brakes fiunction correctly. Changing pads earlier to compensate for the thinner disc will extend the disc life a year or two. In general I cannot see how any visual ionspection could fault those discs. ALL discs wear and a lip is inevitable from day 1, so pointing this out , unless the lip is substantial, is really silly. Careful use of a file will remove the lip for what little difference it makes.
I would not skim the discs unless there are signs of high spots, ie vibration when braking. Just remove the lip with a flat file. Those discs look in fine condition.
