Where can i find documentation on how engine parts look and where they are for my car, prefarbly with serial numbers
Where is the EVAP valve, how does it look and does it receive currnet at start?
A diagnostic device wrote "Open circuit in the evap system", does it mean it doesn't receive current, a disconnection?
 
Engine. Which one do you have?
General info, component location is in the eLearn (link), but pictures are not always accurate. Part numbers in ePER (link).
Then you can ping the number against the Google, eBay, whatever and see the real pictures.
Or general search query: Fiat Grande Punto EVAP valve (switch results to pictures/images). This is basic use of the Internet, come on.

Plus YouTube... Example video (1,4 8V - EVAP valve mechanical fail, leak). Note this is a vacuum valve (don't "test" it with high pressure).


And no, it's not powered right away (only at elevated RPMs, otherwise it will spoil the idle), but ECU can monitor circuit break or short.
You can test it also using OBD (OBD2 is not about fault codes only), then check the connections etc. classic way (multimeter and so on).
