Technical Weird electrical noise from steering wheel

Hello everyone. My Bravo has been making this weird noise for a while. Whenever I'm in the car, if the battery is on, I can hear a constant noise, which seems electrical but might not be. It's also there when the engine is running, but it's not loud enough to hear over the engine. It's just loud enough to be annoying when I'm watching shows on the head unit, especially at night, when it's more silent. It doesn't seem to affect the car in any way (at least not that I notice; no warning lights or OBD codes either); it's just annoying. No AC or ventilation, at least none that I turned on, no lights, nothing. Just get to the car and turn the key without turning anything else on.

I'll attach an audio to the post so you guys can hear it. You can very clearly hear the difference when I turn the car off and on again. It's coming from behind the steering wheel (or at least close to it) since I don't hear it when I open the hood. If I put my head up to the steering wheel, I can listen to it clearly, too.

Do you guys have any idea what it might be or where to start looking? I can't really find anything online since it's such a "broad" problem to search for.

Quick edit: I just wanted to clarify that the noise never stops as long as the battery is on. It doesn't go away after a few seconds/minutes, it's just always making that annoying sound. One commenter has said that it might be the instrument cluster. Not sure if it's supposed to be this loud, though, if anyone else wants to chime in, not sure if I should be worried or not

Oh, that makes sense. But I assume it's not supposed to be this loud, correct? Or constant, since the noise never stops as long as the battery is on. The car has quite a bit of mileage (230k km), so it might be normal wear and tear, but could this lead to something worse? Should I fix it, or is it okay to have it like that, and it's just annoying?

It's the same with me. For now there's nothing to bother me.
