Technical Valve oil seal sizes

While doing a necessary leaking head gasket job, I decided while the head was off it would prudent to sort the valves out too. They didn’t look too bad to my amateur eye, but I decided to go ahead anyway, especially as new oil seals came with the kit. The problem is that the seals are for 7mm diam valves, which seem to the standard for a Panda mkII
And my valves are 5mm shaft diam. Do the experts on here think that someone has been in there before me and fitted
New smaller diam vallves or would it have come factory fitted like that.? I think I have sourced some 5mm oil seals but they come from abroad, it doesn’t seem anyone in uk has them, which I find strange if it’s a regular fitting and not something that someone before me has changed. I would be most interested in anyone’s thoughts on the subject
