Technical Temperature gauge

The temperature gauge on my son's has T reg 60 S reads just above the quarter mark most of the time. I thought it might be the thermostat stuck open, so have just put a new one on. Having bled the system, the gauge still reads the same. With the car stationary and the engine idling, the gauge crept up to the halfway mark and then the fan cut in.

Is this likely to be a faulty temperature sender, or faulty gauge and is this low reading sending the wrong message to the ECU and wasting fuel?

Any advice would be gratefully received.

The fan should cut in around the half way mark, higher than halfway is a problem!

Gauge should always be ever so slightly below half
