I used to think the water exited as described but I've now come to the conclusion that it actually exits in the scuttle area. (not proven yet though). I believe the scuttle area itself then dumps the water onto a similar location on the ground giving the impression that a tube goes all the way from the roof to the sill.
Once you get the drainage tube really clean then water exits very fast! I'd say that after pouring water into the gutter you should hear it splattering on the ground within only seconds. I found using hot water helped a lot but you do need to be very careful not to force the cable as this could push the tube off the end of the sky-roof gutter drain
which I think would then require removal of the roof lining
