Technical rpm decrease, too slow? Panda 4x4 twin air

Are rpm decreasing slowly in this car?

Can’t say specifically for the TA, but it seems typical of modern electronic throttles to not ‘snap shut’ when you lift off if not in gear. My MJ Panda hangs on like this, and my 2013 Defender even more obviously. I wonder if it relates to keeping the turbo and its oil feed happy?
Also, on my MJ you can’t rev beyond 3,500ish RPM in neutral either - it acts as if the rev limiter cuts in very early (will reach red line when driving in gear)

Not being able to overrev in Neutral is normal for modern cars. Prevents blowing up engines. RPM's decreasing slowly can be absolutely normal (all controlled by the ECU) or the throttle body can be dirty.

A slow decay in revs probably also helps preserve the dual mass flywheel. Yours is not dissimilar to my TA 4x4 on 90+kmiles
