Can’t say specifically for the TA, but it seems typical of modern electronic throttles to not ‘snap shut’ when you lift off if not in gear. My MJ Panda hangs on like this, and my 2013 Defender even more obviously. I wonder if it relates to keeping the turbo and its oil feed happy?
Also, on my MJ you can’t rev beyond 3,500ish RPM in neutral either - it acts as if the rev limiter cuts in very early (will reach red line when driving in gear)
