If your car's manual lists an option for 14" tyres then I would stick to those, otherwise you'll need to declare any non standard wheels as a modification on your insurance.
What car do you have?
As a example, my 169 Panda is on 155/80R13, but has a factory option for 165/65R14, which gives me the option to fit a set of 14" 169 alloys (or steels from a newer 319 Panda or 500 with slightly wider 175/65 tyres).
