Technical Possible brake issue. Ulysse 2.2 jtd

Hello.
I noticed a few weeks ago that when the car is running and you put pressure on the brake pedal it will go all the way to the floor, not straighi down but take about 5 seconds.
Brakes are good and I have bled them through with an easy bleed. This made no difference.
Is this normal??

Yes, I think it is a characteristic of the ABS system.

It might, however, be a failing master cylinder.

If the master cylinder was failing would it stay pressurized when the engine is off? It only goes down when the engine is running!

like I said it seems to be a characteristic of the ABS, the pedal slowly goes down but it feels like it steps a bit at a time.
