You need to remove the 2 fixings up at the top of the cowl and the 2 at the bottom.
They take a hex key about 2mm size.
The lower 2 fixings are obstructed by the lower trim panel, this must be removed.
Remove the panel by taking out 2 fixings from the Right Hand side inside the little cubby store for your sunglasses. One is vertical, one horizontal.
After removing them unclip the Left hand side under the gear lever, it then pivots down with 'claws'locating in the lower edge.

I've got a 2010 250 and for the life of me can't get the 4 bolts out to remove the lower steering column cover. I've tried both torx security and regular hex bits with no success. Can anyone tell me what bit this is? It almost looks like it might be a hex security bit? The walls aren't curved enough for a torx security, but don't look like a standard hex either...

I cannot help from experience, as my vehicle is an x244. The dash panels on the x244 are secured by T25 headed screws, but the column cover screws are of a smaller diameter, and Pozidrive 2 headed. The lower pair are fiddly to replace, perhaps I need a stong magnetic screwdriver.
T25 bit when measured as you would a hexagon bit is about 3.5mm.
T20 bit is close to 3mm.
T15 bit is slightly under 3mm.
For security bits the central hole is larger on the similar sized hexagon bit.
From looking at the ptoto, I am thinking Torx. I appreciate that the screws are recessed, but is there any way in that you could either take a rubbing on a piece of paper, or an impression on bluetac, to measure or compare.

Just been and checked my X250 and they are 3mm Allen key.

Yeah, I got them out finally, it's just a regular 3mm Allen. The problem is that you should use an actual Allen wrench, or a long thin bit. If you use a short bit that fits in a 1/4 inch adapter then you'll have allot of trouble actually getting the bit in the bolt. That was my problem all along...
