I just picked up a 62 plate Panda 1.2 Lounge.

The lights are always on. The stalk can be rotated to on or off, no difference. The green indicator is always on, rear lights also on. This car has small daytime lights, but I'm talking about the dipped beam. It's always on. The stalk still controls the high bean (flash/set) when pulled.

There was a recall in 2018 about the BSI and lights, and this car has had it at the time, I confirmed with the dealer who performed the recall.

Any ideas?

Some vehicles around that age were set permanently on, a 2014 Vauxhall Combo (FiatDoblo) I had was like that.
It is also worth checking on your on screen display and in owners manual in case there is an option.
Although thinking back, the switch when revolved brought on the main dipped beam lights then in addition to the "driving lights".
 
This is the error as it appears on AlfaOBD. It is as if the stalk is not connected. Actually I took the steering covers off and unplugged the 12pin (facing the dash) plug and indeed, it's like it's not there.

Now, the funny thing is that rotating the switch actually works. But only with the key in the ignition and turned OFF. All it does is it turns the daylights front and rear on off. So it does something.

As soon as I turn the key (engine off) or turn the engine on, the lights come on and rotating the stalk does nothing.

Is it the stalk assembly though? A little bit of digging shows that if the BSI cannot communicate with the stalk (and as the error shows, it doesn't), it turns the lights permanently on so that at least you have lights.

So, next plan is to replace the stalk assembly. Not cheap at around £120. Also finding the one that actually matches your VIN is important as there are like 10 different part numbers, and some have a total of 34 connections (buttons on the steering wheel) and some have 22 connections (no buttons on the steering wheel). But that's how I understand it.

Anyway, my car has buttons on the steering wheel, the current assembly has part number ending in 307(0) (yes, there is a 0 at the end because Fiat!), and it's been replaced with part number ending in 327 (no zero at the end).

If anyone has any input, please add here, as I will be quite surprised if replacing the stalk assembly actually fixes this.

I have this issue on my 2014 Panda 4x4. Only had it a couple of months, and the paperwork I received on purchase says there's no outstanding recalls.

I've checked my onscreen display and couldn't find a way to enable/disable this option.

This is the recall but it's only for some Vin numbers and I think the 4x4 was not part of it.

Do you have an OBD reader supported by AlfaOBD and a yellow adapter (£10)?

Thanks. This is possibly an issue caused after the recall? Still looking into it. I got an error code so I guess it's not a setting. Thanks for the help.

@spxak1 I replaced the clockspring (light stalks etc) assembly on my 2013 4x4 TA as it was giving an airbag error; all the stalks were fully functional. I think I still have the OEM one in the garage that I will happily send to you if you can cover the cost of shipping. Clearly it may return an airbag error (it clears itself no diagnostics required) but it may be a cheaper way for you to eliminate an issue? I'm in Herts.

Thank you so much! Could you please confirm the part number? It's at the bottom of it. Did you swap it yourself? I have a new steering wheel too which I'm waiting to install once I get the assembly, so that it can all be done in one go. Thank you again!
