p0488-72 Would this code prevent my van from starting? (EGR DC motor negative position deviation Actuator stuck open)

Doblo 263 van LWB 1.6 120 I have another thread on this but wanted to reach a wider audience. It turns over but doesnt fire.
If i leave it over 1 hr it will fire for a second only then only turns over after that.
This is the only error code, google says it could be throttle body as this dtc is that the egr position does not relate to throttle position so either could be stuck or not working.
I can strip it down weekend but really need my van next week

To answer my question, Yes. A stuck open will prevent it from starting.
Hopefully this might help someone else.
All cleaned up and working
