I didn't try it yet since I already installed a new one but there is a rubber gasket between the the side plastic part and the side of the radiator to prevent leakage plus I did apply rtv silicone before reassembling
 
I think yes but first you need to undo both sides then weld the desired tube using epoxy or you just use a rubber insert cut to size but do not try to close the tube mechanically ie by closing its entrance
 
11years but before I own the car it was my brother's normally he uses tap water instead of distilled water or antifreeze and as I remember I did use the a block sealing product which was a liquid full of deposits and big particles , but later I flush the radiator many times the last time was with liquimoly product and stayed for 3 days while driving the car but seams it wasn't enough (knowing that the liquimoly was the best because water coming out of the radiator was dark brown for the first time ).
