The door lock barrel has fallen out of the driver side door on my daughter’s 2009 Fiat 500 Pop. To add to the problem the battery is flat and we cannot get into the car with the remote fob.

Firstly, any suggestions on getting in and, secondly, any recommends for a replacement door barrel/lock?

A thin strip of metal, or sturdy plastic, down the side of the door window, angled towards the door catch and slowly move it up n down in the hope of contacting the inner door release handle connecting rod…
It usually takes a bit of skill and practice…I have a set of car ‘breakers’, NOT, I hasten to add, due to a misspent youth, but being sent on recovery/repair missions much like your own predicament
 
By wiggling a suitable thin but sturdy strip in the catch, it's possible to open the bonnet from the outside; then you can charge the battery and unlock the car with the remote fob.

That's the least invasive way I can think of.

It's also useful to know how to do this if ever the bonnet release cable gets stuck or breaks.
 
I don't have the 500 so can't test for myself

I suspect if you remove the number plate holder there will be access to this button
