I know this is the exact opposite of what most people want to do, however....

If I had a current model trekking with standard 15" wheels, would 13" steel wheels fit on?

175/80 R13 tyres give the right diameter.

The trekking has 257mm disc rotors, which might allow another 20mm for the calipers. 257+20+20=297mm, 13" is 330mm.

Someone else says 14" alloys just fit on by the skin of their teeth.

Can someone look at a 4x98 13" wheel and measure the internal diameter?

I don't even own a trekking but am thinking about it. A friend cracked his newish land cruiser alloy wheels, I'm suspicious of them for off road. The taller tyres on 13" wheels would also give an extra 1" of suspension travel.

I assume the rear drums would have no clearance issues?
 
Get some doblo steel wheels if your worried then get the 2 cm lift kit. To give more clearance. Secondly the panda is so light it would be very hard to damage alloys. But more likely to scratch them with stones or rocks or very course mud gravel
