The part appears to be oem 51880209 as written on the part. Me and my mechanic can not find out where it has fallen from but it seems to be for fiat panda. My fiat panda is 2014 model 5 hatch. I give picture of removed bumper and the part.
Internet gives it as front bumper lower trim protector. What does this mean

This is the thing it was sitting inside the bumper and i think it is part of it indicated by all proof. We have taken off the front bumper but i cant see where it goes. Can you show a schematics where this thing goes please? May be something else is missing where this part snaps.
 
If I had to take a guess, if the OP's car is a 1.2 (he doesn't say), I think those covers blank off the area where the intercooler would be on a TA or MJ. Maybe to restrict cooling just to the radiator?

A wild guess, I know...
 
The car is 1.2. I hate these abbreviations used so much on forums. Wtf is TA MJ?
Edit: the car has just air flow as cooling no ac if thats what you mean by 1.2
 
Apologies for the abbreviations, just laziness on my part. TA is 0.9 Twin Air engine and MJ is 1.3 MultiJet diesel engine. Both are turbocharged and have the intercooler more or less behind where those panels are. I assume your car has the 1.2L four cylinder engine? I think those panels just make sure all airflow goes through the radiator for cooling purposes.
 
Aha. Well it has to be there. I assume something has broken so i will get cable ties and tie it.
My fiat panda is a small engine petrol car no diesel no twin air engines lol
