Technical How to tighten this fuel cap?

does anyone know how to tighten this outer fuel cap. It is loose and its hard to open on the gas station.

There is two bolts with nuts inside the frame but how to get to them?

Your hand goes through the wheel arch and up, then you feel around for the nuts?
