Technical Flickering Petrol guage needle.

Wonder if any one can point me in the right direction.

I have a Fiat Tipo Brio 1.6.
Currently i beleive i have a lazy needle as from the reserve light coming ON to me filling up to the brim i can only get 6-7 gallons of petrol in the tank.
I know these models have a 12 gallon tank so either ive got a lazy needle or a 5 gallon reserve.
Also recently when driving along i notice the needle flickers up and down quickly then settles.
Im thinking i may have a dodgy sender unit.

Any thoughts please.

well it could be a dodgy sender unit but the unit in my tipo 16v has been changed and still the dial plays up................. a dodgy dial in the dash?
