Technical Fiat 500 breather tomfoolery?

Hi all, just took the air filter box off the throttle body and noticed what I assume to be the breather hose is stuffed with a screw ? It looks too short like it's broke at some point, been cut and plugged ? Is it not needed ? What's the point of plugging it ?

It looks about the right length - there should be a stub on the airbox which the hose is meant to attach to (near the main outlet into the throttle body) But they can snap off if mishandled - maybe this was a resulting "fix"
