I have foolishly left my panda up under the trees in the grass for 4 months, having bought myself a 1979 Citroen Dyane.
I started the car today and everything runs smoothly all the electrics work etc.
but when i pushed the clutch pedal down (it was very stiff to do this) it would not return. I released the clutch cable (which works fine) and sprayed the pivoting end of the big metal leaver with WD40. This lever can be moved slightly by tapping with a hammer, but doesn't seem to want to come loose.
Has something nearly seized? Do i need to take apart the transmission? (if so it's off to the scrapyard if no-one wants it).
Should i just continue to attempt to lubricate it from outside with penetrating oil?

It sounds like the clutch has rusted to the flywheel. I assume the clutch is always engaged now? Try putting it into top gear and starting it. Do this whilst depressing the clutch pedal. Otherwise rock the car back and forth whilst in gear, then try the clutch and check for free movement. I'm a bit confused as to what you say about the clutch release lever not moving if you were able to depress the pedal.

If this doesn't work, any more info you can provide will help the forum goers to help you.

It's the clutch release arm that the cable connects to, on top of the gearbox. They have a habit of seizing up and cause the symptoms you describe.

I'd suggest you continue using WD40 on the spindle and try and free the arm off by moving it backwards and forwards until it moves freely. If you leave it stiff then asides from having a very heavy clutch pedal you also risk having the clutch not engaging properly. This will lead to a worn out clutch as I found out to my cost on my Uno :bang:

If you can't free the spindle then it is a gearbox off job I'm afraid.
 
I remember seeing a few posts about this kind of thing before.
Have a look at this thread for some more clues.
You'll need to be patient and work it loose slowly.
