Waze is Fiat for Cheap. The wheels are steel with plastic trims so from what you say the 4x4 centres should fit hooray. .
Ah - that's interesting. I'd assumed they were alloy. I actually like the steel wheels in the continental 4x4 and have been trying (not very hard) to see if I could get some. (Alloys and offroad use don't really go together). When your new one arrives maybe you can post a photo of its wheels so I can see what they look like.
[Edit: found close ups here: https://www.conceptcarz.com/gallery/28653/fiat-panda-waze.aspx - hard to tell what's behind the covers...]

We test drove one and I was curious about the wheels/trims. They are plastic covers and the wheels behind are not your standard pepperpot affair but spoked in like with the plastic, so are essentially invisible. A very neat solution. Be lovely sprayed silver with Alfasud stainless centre caps.

IIRC just because a vehicle is out of it's 1 year warranty does not render a claim invalid. FIAT Italia might think so but not under Sale of Goods Act.
An item of a fundamental nature to enable a product to be used satisfactorily should be expected to last a significant amount of time before replacement is necessary. (I am paraphrasing but you get my drift).
A steering system/column would be that significant piece. Therefore a 6 year rule applies. The claim by you would be the repair cost (£1890) depreciated by an equal percentage over the 6 years of the vehicle used life (2 in your case). I wont do the maths but you see what I'm on about.
So I would approach your "Stealer" again for a "Policy Claim" and if necessary visit Citizens Advice for the legal blurb before you approach FIAT.
Don't give up and walk away.
