Technical (Power) Steering issue

I have a problem with my Fiat Punto TwinAir 101, for a while now it feels like the steering is like 'slow', when i turn my steering wheel while driving it feels like the tires turn at a inconsistent speed. Starting slow and then ending real quick. I tried driving with the city steering enabled and disabled but i feel it at both modes.

Garage took it for a drive and said they didn't feel anything besides it needs a recalibration, which i did and i still feel it. It makes me lose trust in the car while driving...

What could this be? I thought about something with the powersteering with the multibelt but i am not sure.

Hundreds of threads about power steering EPS (it's electric), search (Grande/Evo/2012 sections) before starting another one like that.
Rule out any electrical issues: bad "ground/earth", bad battery, bad alternator. Then mess with the EPS system.
Plus purely mechanical things, like steering rack and related parts (going towards the knuckles, suspension).
