What is your opinion about the ideal tire dimensions on a Cinquecento '95 (899cc). Would 155/65 or the taller 155/70 be better?

Is there not a sticker on the body somewhere telling you what tyres to fit, failing that you can look up the Haynes book of lies 😁
With so little power, tyres are not really an issue unless they are old and hard.
 
Looks like it should have 65 profile if 155 wide

A 'taller' side means bigger circumference. Which means longer distance for the same amount of wheel turns. That will impact the shown speed and mileage.

There are tire equivalents calculators available on the internet if you want to change what is standard / homologated for your vehicle.

The sticker is usually under the fuel cap or on the driver's side B-pillar. Owner's handbook should also list the correct tires.

They are old and hard, as the year on them reads 2012! Although the mileage is low for a 30-year-old car (80.000 km), the time has not been kind to the tyres. I am currently looking at the summer Hankook 155/70 ones as this is the dimension of the current tyres (Continental in front and the cheaper Barum at the rear wheels)
 
13 years is definitely too long for tires, especially in south of Europe (due to sun).

Oponeo says the standard size for the car is 155/65R13.
You could also use 145/70 on the same R13 rims.
Or swap to the R14 or even R15 rims.

The first number is the width of the tire in mm (155).
The second number is the height of the side of the tire in % of the width (65% of 155 mm).
The third number is the diameter of the steel / alloy rim in inches (13").

Changing the rims is a little bit more complicated, as central bore, offset and mounting holes dimensions have to be respected.

I just read the owner’s manual and got even more confused. It says 135/70 for the 704cc model and 145/70 for the 899cc (that’s mine)
 
I believe I will opt for the 155/70 for added comfort rather than a sportier performance.
 
I've got what I think were the last ever Pirelli P700-Z tyres 165/55/R13 on my Cinquecento Sporting - date code 51 2013 made under licence by some massive Turkish tyre company. They are mint and were kept stored in a cool dark garage until 2023. I have a choice of Nangkang and one other Chinese brand now, if I want replacements.
 
Those are all the equivalents of the 145/70 R13 which will have a similar circumference:

That does not mean you will be able to fit all of them on the car (because of width for example), but is a good starting point.

I have ordered the Nexen N'Blue HD Plus 155/70 R13 75T as the available Hankooks were made in 2022. Feel free to share your feedback if you have any experience with these tyres. My car mechanic confirmed that the 70 height (instead of 65) would provide added comfort on bumpy roads without compromising the grip or the fuel consumption. It might as well make the odometer and speed readings more precise, as they usually suffer a 5% declination from the factory.
