synchronised flash test

do studio type lamps need a "synchronised flash test" before they can be sold retail on ebay? they are a static light they do not flash

A continuous light doesn't synch.

thanks for the reply but the lights have long gone, it was a charity's ebay department telling a store that they couldn't sell them with out this.
