I have just bought a Fiat Abarth 695 which has carbon fibre bucket seats which my wife has difficulty getting into due to mobility issues. Ideally I would like a swivel base fitted and keep the existing seat but I am not getting much help from mobility specialists who are quoting silly prices or demanding that they fit a whole seat and frame option. Has anyone fitted a swivel base or know any company that can help.

Can you get a "captains " chair from a scrap yard and modify/swap over the base?
I did this some time ago before retiring on a customers Scudo work van that he made into a very nice little camper.
His was fairly straight forward being a basic older van, however you may find issues regarding seat belt pretensioner and Air Bag sensors etc. with the wiring under the seat having to move regularly , it may cause wiring failures.
 
I would say your best and probably cheapest option would be to downgrade the seats to those from a lower spec Abarth. The seat base bolsters will not be so high and you should be able to put one of those seat cushion turntable type things in that'll help your wife get out of the car.

May be an option , though many with back issues find getting into a higher car/seat easier, especially when having to climb up to get out, though I see what you mean the shorter seat would give more room to raise with fitting a swivel arrangement.:)
One of my customers used to say "whatever you do Mike, don't get old"!
Although back problems can catch any age:(
