Sorry for not jumping on this sooner, just noticed it.

The "biggy" with this is whether an antiseize, copper grease or similar, has been used - or it might be argued has ever been used previously. To "torque" fit a plug there must be no lubricant or contamination (like dirt or thread damage) on the threads, the plug must screw down to seat contact smoothly with little more than finger pressure. Lubrication is the real biggy here though because the torque wrench works by "clicking off" when a certain amount of resistance to turning is reached and a lubricant will reduce the friction of the threads leading to over tightening and possible problems like stretched threads and/or stripped threads. In the past, when cast iron was a common material used in cylinder heads, it was common practice to use something like a copper grease on plug threads to reduce the risk of them corroding in place but nowadays the plugs have a sacrificial layer - looks like chrome or nickel plate - which stops this happening.
