Can scraped alloys damage the actual alloys? apart from the visual damage, can the fact the top layer or whatever has been scraped off cause them to corrode or something? how would I prevent/repair this?

The lacquer/paint would have been removed by the scraping, if bare alloy is exposed then it will, over time , corrode. Is there any damage to the actual alloy or is purely paintwork?
The only real way to repair paintwork damage is to repaint the wheel
 
If the alloy itself is scratched/dented, then I would repair it like you would normal bodywork - a bit of filler for any dents and filler primer or bodystopper for surface scratches, rub it down and repaint the wheel.
