Well i waxed my car, and rubbed it all off, but now looks like it has all been scratched and can just see circles all over, ive rubbed the circles with my fingers, and it doesnt remove them so i think it is all scratched, gonna give it a wash with water and shampoo and if it dnt come off is there anything i can do to get rid of the scarmy marks?

The circles could be water spots, or scratches as you suggest.

I'm guessing that it's a dark colour. You may like to try a Clay Bar (if you haven't already) - when used according to the directions, they leave the paint glass-smooth and ready for a non-abrasive wax to be applied. The Clay Bar (e.g. Mothers, Meguiars) is expensive, but well worth it - it's pretty quick and easy to use and will get water spots etc. off wonderfully.

After a while you can tell the difference between 'cheap' polishes (which are designed to restore the colour of faded cars quickly) and 'expensive' polishes (which are designed to provide a smooth glaze to otherwise-good paint, especially the clearcoat of metallics/pearl finishes).
