well i tried scratch remover which is like rubbing compound, and it didnt do anything.

put a vinyl roof on it then

Looks like the clearcoat is shot to me, if that is the case then the only fix is a respray. Get the Farecla out as Dave says and polish, when you hit metal you'll know for sure.
