Technical OBD 2 port issues

The OBD 2 port has never worked for us on my 2003 Fiat Ulysse. Any advice as no garage can read the car and I now have engine managment light on.

tricky..,

but probably only due to a poor connection,

not sure if it's truly FIAT.. or the PSA "Lexia" diagnosis kit you'd require,
