My Dad has a Doblo Easy wheelchair access vehicle 2018 with a 1368cc petrol engine. It has been unused for 3 years and now fails to start, I am guessing but suspect fuel problem. Would someone be kind enough to advise where fuel pump and fuel filter is located.
Are workshop manuals available for these?

Most modern petrol engines don’t have a replaceable fuel filter but have a built in filter designed to last the lifetime of the car, as for the fuel pump, it will be located in the top of tank. Again “most” vehicles will have a removable plate above this point under the carpet somewhere to allow access. I personally would have thought it was more likely to be a weak or no spark rather that fuel related. What tests have you done?
 
The engine cranks but doesn't fires up or what is happening?
The fuel pump you should hear it humming when you turn the key on (before cranking). Can you hear it?

almost certainly an in-tank pump and filter (As built by FIAT.. BUT the converter May have changed other things..)

Member @portland_bill has a similar vehicle
 
Hi, Thanks for replies. Yes cranking but not firing only had time for quick look but no smell of petrol and like stated petrol is 3 years old. Was fine before it was left 3 years ago so thats why I suspect fuel issue of some kind.

Listen for the whirr from the rear as you turn the key to the 1st position,
(worth pushing the "fire prevention" button too)

That will rule out the pump itself
 
The fuel tank is smaller than original, to make space for the lowered floor, but otherwise uses the standard pump and gauge unit. If there was an access point from above, that'll now be under the carpet, which may be more difficult to lift than in a standard vehicle.

3yr-old fuel will have lost a lot of its volatile components by now, and the remainder will have started to turn to gum. The less there was when last used, the more likely to dry up and turn to gum.

First thing to do is listen for the pump to run when the ignition is turned on. It should run for 5-10 seconds. If it does not, the electrical feed needs to be checked, but the issue is almost certainly just old fuel.

The tank needs emptying, the pump removed and cleaned. New fuel is a good solvent for the old, but needs agitation, rather than just adding more and waiting for it to dissolve the old. Once cleaned and running, the old fuel can be added to the new, if the vehicle is to be used, it'll dissolve and work ok. Otherwise disposal can be difficult.
