General Lights

Ok so I'm not good with cars but will always have a go. But I'm stumped. My car is fiat 500 2008 model, it's coming up with error running lights not working. I've gone in through the wheel arches and the top bulbs light up when on, the bottom bulb no matter if I replace it or put fogs on, high beam etc never lights up. I've been onto the menu and turned daylight bulbs on, and checked the fuse.

Welcome,
First, with the key OUT, turn on the headlights from the off position, walk round the car are the front side lights on dim, the rear lights working? Turn OFF
Now start the car, are the day running lights on in the bumper brightly?
Turn on the headlights, bumper lights now dim?
Turn on full beam ( blue tell tale on dash ) headlights on bumper lights really bright/fully on?
