Hello everyone, sorry in advance if i posted all that wrong somehow, this is my first time here

I ended up with 1996 FIAT Cinquencento and been trying to patch it up until its roadworty. i know near nothing about cars and all i have is a workshop manual for that car, but i have a garage and some toos.

when i was cleaning fuel tank and fuel system i noticed some part that seemed broken and didnt know what its for, but later i found this scheme when browsing manual for other thing, and the part under number 8 (see image bellow) is exactly the one i didnt know, except on this scheme it has some sort of pipe going, and on my tank its broken off completely.

My question is, what exactly this thing does? I know that the previous owner of the car complained that when the fuel tank was full it stunk the car salon, and since it translated to ventilation i assume its somehow related to that pipe, but then again have no idea how right i am. And if im right how would i even repair it? would just sticking another pipe in there be good enough, or does it needs something more than that?
