Fuel consumption rises if low gears are used, for example first, second gear and third gear all the time, like in high traffic and mainly congested city roads, I'd consider that to be normal if your average speed really is as low as 15 km/h (I never had such a low average speed). With an average speed of, for example, 70 km/h on country roads with few stops and mostly in fifth or sixt gear, the fuel consumption as specified by the car manefacturer should be reached (6 liters or slighly below for the Punto, depends on model and driving style).
Try a country trip and check the fuel consumption again. It's also possible to reset the ECU using a OBD-Tool so it'll start from scratch and will "relearn" the best injection timing for the petrol used.
Does it show any faults, a high fuel consumption could be caused be many technical issues... Do the spark plugs electrodes look fouled or black?
