the Scrappage scheme ended in 2010 however dealers carried on offering huge discounts to entice customers, these incentives are most likely tailing off now, that combined with no visible end to the current global economic problems could be having a knock on effect with new car sales,
there are probably a few other more minor reasons such as people getting confused by the post 2010 registration system, but as i see it with fiat the once cheap small car company has been getting more and more expensive, yes you can get an older style panda new for £6600 but anything else is more like £9-10k starting price for a budget model and that makes for quite a bit higher monthly repayment
 
Maybe if Fiat stopped introducing bloated and ugly looking new cars they'd have more sales.
