Technical Can’t open gas cap

I don’t know if I’m stupid, but I can’t open my locking gas cap. I turn the key counter clockwise and it doesn’t budge. I turn it right and it seems to unlock, but the cap just spins in place, whether I spin it left or right.

Can’t figure out how to post the video, but below is a still from it

Generally if key turned to right and it spins then that is the "lock " position, so if you turn to the left and it feels tight, that is when you should be able to apply sufficient careful force to undo in normal anticlockwise direction.
I assume someone has violently over tightened and then locked it, or if it looks to be at a funny angle it is possible they have cross threaded it.:)

Now that you mention it, it is at a bit of a weird angle. I’ll tinker with it later on and hope for the best. Thanks!
